Lands Bureau Seeks Stronger Ties With OTCI To Enhance Service Delivery

The Permanent Secretary of the Lands Bureau, Mr. Kamar Olowoshago, has expressed the Bureau’s commitment to strengthening its partnership with the Office of Transformation, Creativity and Innovation (OTCI) to enhance service delivery. He commended the numerous forward-thinking innovations introduced by OTCI within the Bureau, noting that these reforms have significantly improved workflow efficiency and promoted better public service outcomes.



Mr. Olowoshago made these remarks during a working visit by an OTCI delegation led by its Director-General, Mrs. Toyin Anjous-Ademuyiwa. The visit was part of broader efforts to deepen collaboration and streamline business processes across Ministries, Departments, and Agencies (MDAs) in Lagos State. He informed the delegation of the Bureau’s plan to establish a multi-purpose service desk aimed at speeding up customer interactions and reducing turnaround time in critical land administration services.


The Permanent Secretary also highlighted the urgent need for improved inter-agency coordination and integrated systems to eliminate bottlenecks. According to him, seamless collaboration among MDAs will significantly enhance operational efficiency and enable the Bureau to meet public expectations for timely and transparent service delivery. He emphasised that such reforms are necessary to sustain Lagos State’s leadership in digital governance and administrative excellence.

In her response, the Director-General of OTCI, Mrs. Toyin Anjous-Ademuyiwa, explained that the purpose of the visit was to create a platform for meaningful dialogue between both organisations. She noted that the engagement would help identify operational gaps, innovation opportunities, and transformation pathways that can drive accelerated service delivery. She reaffirmed OTCI’s mandate to support MDAs in implementing transformative reforms, stressing that efficiency, transparency, and customer satisfaction remain central to the State Government’s T.H.E.M.E.S Plus Agenda.



During the interactive session, the OTCI team engaged Heads of Directorates within the Lands Bureau to gain firsthand insight into its operational structure and challenges. Both parties agreed that deeper collaboration, continuous innovation, and a workforce prepared for change are essential to reposition the Lands Bureau as a model of excellence in land administration. The commitment to sustained improvement, they noted, will enhance public confidence and further elevate Lagos State’s reputation for effective and modern governance.
