Lagos DCR Holds Grand Finale On World ON Rights Day

The Directorate for Citizens Rights (DCR) marked World Human Rights Day with a powerful grand finale focused on the theme of insecurity and the creation of State Police. The event served as a critical platform for discussing the evolution of Nigeria’s security architecture to better serve the people.



The Attorney General and Commissioner for Justice, Mr. Lawal Pedro (SAN), highlighted the diverse security challenges currently facing the nation. He advocated for the establishment of an independent Police Council and the rejuvenation of the Police Commission to enhance accountability.


​Keynote speaker Mr. Jiti Ogunye proposed a legislative template for State Policing to be presented at the National Assembly. He argued that a standardized federal bill would allow for uniformity while enabling individual states to domesticate laws based on their specific needs.

​A panel of experts, including Dr. Segun Awosanya and Dr. Babajide Martins, debated the merits of decentralizing the police force. The consensus among the speakers was that a unitary policing system is increasingly incompatible with the realities of a federal constituency.


The program concluded that efficient policing is essential at all levels of governance. By aligning security reforms with grassroots needs, the state aims to foster an environment where the rights and safety of every citizen are guaranteed.
