The Lagos State Commissioner for Information and Strategy, Mr. Gbenga Omotoso, has reaffirmed the State Government’s dedication to promoting people-centred security and efficient communication as pillars of good governance. Speaking at the Gavel International Annual Lecture and Awards 2025, Omotoso emphasised that true safety and open communication are essential for sustaining democracy and human rights. “Without safety, there will be no information to disseminate and, indeed, no meaningful human rights can exist,” he stated.

Represented by the Director of Strategy Centre, Mr. Kayode Oyekanmi, the Commissioner explained that national security goes beyond law enforcement and border protection. According to him, it is about creating a society where citizens feel “safe, valued, and included.” Omotoso highlighted Lagos State’s people-oriented governance approach under Governor Babajide Olusola Sanwo-Olu, which continues to invest in both security and social welfare to enhance the quality of life of residents.
He cited several government initiatives such as the Smart City Surveillance Project, the Lagos State Security Trust Fund, and strategic collaborations with security agencies as major steps towards strengthening the State’s internal security. He further noted that the government’s empowerment programmes through the Ministry of Youth and Social Development, the Office of Civic Engagement, and the Ministry of Women Affairs and Poverty Alleviation have improved the welfare and inclusion of vulnerable citizens.
Omotoso reiterated that security policies must always be designed with a human face, stressing the importance of involving communities in security dialogues. “Communities should be involved in promoting justice and protecting the rights of those who cannot defend themselves,” he said, adding that a secure society is one that prioritises compassion, equity, and accountability.

In his closing remarks, the Commissioner commended Gavel International for providing a platform that fosters meaningful discussions on governance, security, and human rights. He urged participants to continue promoting dialogue that builds a more secure, just, and inclusive nation. The Convener of Gavel International, Mr. Mustapha Adekunle Ogunsakin, also emphasised the importance of leadership rooted in fairness and empathy, where national security aligns with citizens’ welfare, dignity, and constitutional rights..
